Peppermint oil: how much menthol you are actually adding to a lip balm

Peppermint oil is 30 to 55 percent menthol and 14 to 32 percent menthone. Safe lip levels of 0.1 to 0.5 percent, the tingle threshold and the pet cautions.

Peppermint oil is sold as a fragrance and used as an active, which is where the trouble starts. Roughly half the bottle is menthol, the pharmacopoeial window for that fraction spans nearly a two to one range, and the same percentage of oil can therefore produce a pleasant coolness in one batch and a stinging lip in the next. Short answer

Peppermint oil is 30 to 55 percent menthol, 14 to 32 percent menthone and 2.8 to 10 percent menthyl acetate under the European Pharmacopoeia monograph. Use 0.1 to 0.5 percent in a lip product, which delivers 0.045 to 0.23 percent menthol, or 9 to 45 micrograms per application. Keep it out of children's lip balms and out of anything a pet will lick.

What is actually in the bottle

Peppermint oil is steam distilled from the flowering herb of Mentha piperita, a sterile hybrid of watermint and spearmint. It is not a single chemical and its composition moves with cultivar, harvest date, distillation and country of origin, which is why the pharmacopoeial monograph publishes a window for every major constituent rather than a figure. The European Pharmacopoeia monograph on peppermint oil is the most useful specification a small maker can ask a supplier for, because it is a gas chromatographic identity test rather than a marketing description.

The menthol row is the one that ought to change how you formulate. A supplier can sell you two compliant oils where one carries 30 percent menthol and the other 55, and dosing both at 0.4 percent gives finished menthol contents of 0.12 and 0.22 percent. That is nearly a doubling of the active from a change you cannot see, smell reliably or control, and it is the single best argument for using menthol crystals when you want a specific cooling intensity and peppermint oil when you want the smell. Peppermint against cornmint, and why the cheap one is cheaper

Most of the world's natural menthol does not come from peppermint. It comes from cornmint, Mentha arvensis, whose crude oil runs at roughly 70 to 80 percent menthol. That is high enough that chilling the oil crystallises menthol straight out of it, and the crystals are the feedstock for the menthol trade. What is left behind after that step is dementholised cornmint oil, which still carries 30 to 50 percent menthol and has its own European Pharmacopoeia monograph as partly dementholised mint oil.

Two things follow. First, dementholised cornmint is a legitimate pharmacopoeial material, not a fake, and it is genuinely useful where you want mint character cheaply. Second, it is routinely sold as peppermint oil, because it is a byproduct of a process that has already paid for itself and it undercuts true peppermint substantially. The differences that matter to a formulator are sensory and analytical rather than safety related.

  • Menthofuran. True peppermint must contain 1.0 to 9.0 percent. Cornmint oils are effectively without it. This is the cleanest single discriminator on a gas chromatogram.
  • Isomenthone. Runs higher in cornmint, which is part of why it smells sharper and slightly weedy against the rounder profile of peppermint.
  • Menthyl acetate. Lower in cornmint. This is the sweetness that people describe as the difference between a confectionery mint and a medicinal one.
  • Price. Cornmint typically lands well below true peppermint per kilogram, and a supplier selling peppermint at a cornmint price is telling you something.

Neither oil is less safe at the levels a balm uses, and neither is inherently the right answer. The problem is being sold one while formulating for the other, and the defence is a batch specific certificate of analysis with a chromatogram attached, the discipline described in sourcing ingredients.

The menthol dose you are actually applying

Percentages are the wrong unit for thinking about a lip product, because the thing being applied is a few tens of milligrams of balm. Working the arithmetic through to a dose per application changes the conversation.

The 10, 20 and 35 mg application estimates behind that middle column come from how much balm to apply. Two conclusions fall out, and they point in opposite directions to the ones people expect.

The systemic argument is weak. JECFA established an acceptable daily intake for menthol of 0 to 4 mg per kilogram of body weight, which is 240 mg a day for a 60 kg adult. Swallowing an entire 4.25 g tube dosed at 0.5 percent peppermint oil delivers under 10 mg of menthol, a twentieth of that figure. Nobody is being poisoned by menthol from a lip balm, and any source implying otherwise is not doing the arithmetic.

The local argument is the strong one. Lip vermilion has a thin stratum corneum, almost no sebaceous glands and a poor barrier, and it is exposed to whatever is on it for hours at a time, several times a day, for years. Micrograms of a known irritant applied that way is a different exposure from micrograms swallowed, and it is where every real peppermint problem comes from.

The tingle threshold and the irritation threshold

Two thresholds run through the same concentration range, and the gap between them is narrower than the marketing suggests.

Perceptible cooling on lips starts at somewhere around 0.05 percent menthol in the finished product, which is about 0.11 percent peppermint oil at 45 percent menthol. A clear, deliberate tingle sits around 0.1 to 0.2 percent menthol, or 0.2 to 0.45 percent oil. Commercial products marketed as medicated typically run 0.5 to 1 percent menthol, and that is the band where complaints about stinging, tightness and worsening chapping become common. So the usable window between "nothing happens" and "some customers will report burning" is roughly a factor of six in concentration, and the batch to batch variation in menthol content of the oil itself eats a chunk of it.

Repeated use moves both thresholds, and it moves them apart in the worst possible way. TRPM8 desensitises, so the cooling from a given dose fades over days of habitual use and the product stops feeling like it is working. That invites either more frequent application or a stronger formula. At the same time, repeated low grade irritation of thin lip skin lowers the threshold at which the same dose produces an irritant reaction. The sensation curve falls while the irritation curve rises, and the user meets them in the middle. That is the mechanism behind most of what people describe as a balm making their lips worse, laid out in full in does lip balm dry your lips. Note

Menthol and peppermint oil are documented contact allergens and appear in patch test series used to investigate cheilitis. An allergic reaction is delayed by a day or two, looks exactly like severe chapping, and therefore prompts more application of the product causing it. If a customer reports that a mint balm made their lips much worse over a week, that is the pattern, not a coincidence.

What actually restricts peppermint in a lip product

Lip products of every type fall into IFRA Category 1, the strictest exposure category there is, because a lip product is partly eaten. What surprises most makers is that there is no IFRA Standard for peppermint oil itself. Enumerating the Standards in the current amendment shows peppermint, tea tree, lavender and sweet orange all absent, as set out in essential oils in balms.

The absence of a Standard is not permission. Three things still bind on a lip balm containing peppermint:

  1. The summation rule. In Category 1 the concentrations of all restricted materials, each expressed as a percentage of its own limit, must total no more than 100. Peppermint contributes nothing to that sum directly, but everything else in your fragrance does, and peppermint is rarely used alone.
  2. The flavouring requirement. Category 1 requires materials to be recognised as acceptable flavouring ingredients under the IOFI Code of Practice, because the product is ingested. Peppermint oil clears that comfortably, with a long history in food and a FEMA flavour number. Many aromatic materials do not.
  3. The peroxide value specification. Annex III of the EU Cosmetics Regulation requires terpenes and terpenoids to be below 10 mmol per litre peroxide value, and limonene below 20 mmol per litre. These are specifications on the material, met by buying fresh oil and antioxidising it, not concentration caps.

Labelling is the constraint that catches people out. Peppermint oil is on the extended list of declarable fragrance allergens, so once it exceeds 0.001 percent in a leave-on product it has to be named in the ingredient list in its own right. Every realistic lip balm use is a hundred times over that threshold, so it will always be declared. Peppermint is not phototoxic, since it is steam distilled and carries no furocoumarins, which is worth knowing against the lists of mint oils that circulate as sun cautions.

Children, and the ages that are actually stated

Careful

Menthol, camphor and eucalyptus must not be applied to or near the face of a child under 2. Applied around the nose and mouth of an infant they can provoke laryngospasm and breathing difficulty. A lip balm is applied precisely there, so this rule excludes peppermint oil from any lip product intended for an infant or toddler, regardless of how little is in it.

Above that age the stated limits come from the aromatherapy safety literature rather than from regulators, and it is worth attributing them properly. Tisserand and Young's Essential Oil Safety advises against applying peppermint oil to or near the face of children under 6, on the basis of its menthol content, and against applying oils rich in 1,8-cineole to the face of children under 10. Peppermint carries 3.5 to 14 percent 1,8-cineole under the monograph, so a peppermint lip balm engages both cautions at once. The same text sets a dermal maximum of 5.4 percent for peppermint oil on skin generally, which is a figure for a body product and is not a lip figure, and is quoted out of context constantly.

The practical position for a children's product is simpler than the age bands: leave it out. A child licks a lip balm and reapplies constantly, flavour and tingle both drive that behaviour, and there is no benefit on the other side of the ledger to weigh against a known irritant on a mucosal surface. Cats, dogs and anything lickable

Peppermint is listed by the ASPCA Animal Poison Control Center as toxic to dogs, cats and horses, with vomiting, diarrhoea and depression reported. Cats are the more serious case: they are deficient in the glucuronosyltransferase activity that mammals normally use to conjugate and clear phenolic and terpenoid compounds, so materials an adult human clears in hours accumulate in a cat. They also groom, so anything applied to a cat's coat or paws is eaten in full.

Three routes matter to a balm maker. A paw or nose balm applied to a dog is licked off within minutes, which is why the formula in paw balm is deliberately fragrance free, and the same reasoning governs dog nose and elbow balm. An owner's own hand or muscle balm transfers to an animal that is stroked or that sleeps against them. And a household cat will walk across a surface where a strong mint product has been used and then groom its feet. The general position on animal products is in balms for pets, and it is short: a balm that a pet can reach should not contain essential oils at all.

Where peppermint oil does earn its place

Nothing above is an argument against the material. It is an argument against using it as an active in a product applied to a mucosal surface many times a day.

In a foot balm, a leg or muscle product, or a cooling body balm, peppermint at 0.5 to 2 percent gives a pleasant, self limiting coolness on thick, robust skin with no ingestion route worth worrying about. Even there, the composition window argues for splitting the job: dose menthol crystals to hit a specific menthol percentage, and add peppermint oil separately at a fraction of a percent for the smell. That way the sensation is reproducible batch to batch while the aroma is whatever the current drum happens to smell like. Try this

Do not dose a small batch by drops. Peppermint oil has a relative density of about 0.90, so a drop is roughly 27 mg and a 60 g batch at 0.3 percent needs 180 mg, which is between six and seven drops with no way to weigh the difference. Weigh the oil on a scale reading to 0.01 g, or make a 10 percent dilution in a carrier oil and weigh ten times as much of that.

Peppermint oil is miscible with the oil phase in every proportion, so unlike menthol crystals it never needs dissolving and never leaves specks. It is volatile, though: add it off the heat, below 50 C, once the melt has stopped being heated. Added into a hot melt a meaningful fraction leaves as vapour, which is a common reason a balm smells strong in the jug and faint in the tube. Menthol crystals behave differently again and need dissolving in warm oil first, for the reasons in what dissolves in an anhydrous balm.

Storage, oxidation and checking what you bought

Peppermint oil ages better than citrus oils because most of it is oxygenated monoterpenes rather than monoterpene hydrocarbons. The 1 to 5 percent limonene fraction is the part that oxidises, forming hydroperoxides that are recognised sensitisers, and it is why the peroxide value specification exists at all. Stored in a full, tightly closed amber bottle below 25 C, an unopened oil holds up for years; a half empty bottle opened weekly for two years is a different material from the one on the certificate. Decant into smaller bottles as the level drops. The chemistry of that decline is in rancidity and oxidation.

Only two of those are realistic on a small bench. A hydrometer or a pycnometer gives you relative density, and a refractometer of the sort used for sugar syrups will not reach the right range, though a laboratory Abbe refractometer will. Optical rotation needs a polarimeter, which nobody has. The honest answer is that gas chromatography from the supplier is the real check, and everything else is a screen that tells you when to ask a question.

The decision rule

Ask what the peppermint is for. If the answer is a sensation, dose menthol as menthol so it is reproducible, and use the oil only for aroma. If the answer is aroma, 0.1 to 0.3 percent in a lip product does that job and the sensation that comes with it is incidental. If the answer is that mint sells, weigh the fact that peppermint is a documented contact allergen on a surface with almost no barrier, applied by people who will apply more when it stops working.

Three cases have no version that works: any lip product for a child, anything a pet can reach, and any product for lips that are already broken, where a counter irritant on split tissue is the wrong move and the causes are set out in cracked corners of the mouth. Outside those, peppermint at 0.1 to 0.5 percent on lips and up to 2 percent on body skin is an unremarkable, well characterised material with a food history and a monograph, and the maker's real obligations are to buy it with a chromatogram, keep it cold and full, weigh it rather than count drops, and declare it. How much peppermint oil should I put in a lip balm?

Between 0.1 and 0.5 percent by weight. At 0.1 percent it is scent only, at 0.3 percent it gives a clear tingle that fades in a couple of minutes, and 0.5 percent is the top of the sensible range. Above 1 percent you are in medicated territory and stinging complaints become common, particularly on lips that are already chapped.

How much menthol is in peppermint oil?

Between 30 and 55 percent under the European Pharmacopoeia monograph, alongside 14 to 32 percent menthone and 2.8 to 10 percent menthyl acetate. Is cornmint oil the same as peppermint oil?

No. Cornmint is Mentha arvensis, its crude oil runs at 70 to 80 percent menthol, and menthol is crystallised out of it to supply the menthol trade. What is left, partly dementholised mint oil, has its own monograph and is often sold as peppermint. The cleanest discriminator is menthofuran, which true peppermint must contain at 1 to 9 percent and cornmint effectively lacks.

Is peppermint oil safe for children's lip balm?

No, and the reason is not toxicity at dose. Menthol and eucalyptus must not be applied to or near the face of a child under 2 because of the risk of laryngospasm, and a lip balm is applied exactly there. Above that age the safety literature advises keeping peppermint off the face of children under 6, and a child licks and reapplies constantly.

Is peppermint oil toxic to dogs and cats?

Yes. The ASPCA lists peppermint as toxic to dogs, cats and horses. Cats are worst affected because they lack much of the glucuronidation capacity used to clear terpenoid compounds, and they groom off anything applied to them. A paw balm, nose balm or any product a pet can lick off an owner should be fragrance free.

Does peppermint oil make lips drier?

It can, indirectly. Menthol is a mild irritant on thin lip skin and a documented contact allergen, and the cooling desensitises within minutes, which encourages reapplication and lip pressing. Over weeks that produces the scaling and fissuring people describe as dryness. Switching to an unscented, strongly occlusive balm for a fortnight is the way to test it.

Does peppermint oil go off?

Slowly. Most of it is oxygenated monoterpenes, which are far more stable than the hydrocarbons in citrus oils, so an unopened, well filled amber bottle stored below 25 C lasts years. The 1 to 5 percent limonene fraction is what oxidises, forming hydroperoxides that are skin sensitisers, so a part used bottle opened repeatedly ages much faster than the date on it suggests.
