Essential oils in balms: safe percentages, IFRA limits and what goes wrong
Lip balms are IFRA Category 1, the strictest category there is. The constituent limits that actually bind, the phototoxicity figures, the EU caps and two corrections.
Essential oils are the part of a balm formula where the most confident advice online is also the least accurate. They are treated as a wholesome finishing touch, dosed by the drop, and chosen for what they smell like. In dermatological terms they are the most reactive thing in the pot, and the ingredient class most likely to be behind a stinging lip.
This page gives the exposure category your product actually falls in, the constituent limits that bind inside a lip balm, the phototoxicity numbers, the EU caps that often bite before IFRA does, and several widely repeated figures that turn out to be wrong.
Lip products are IFRA Category 1, the strictest category there is, so the familiar "2 to 5% essential oil is the safe zone" figure is not an IFRA number and is wrong for lips. What binds is the limit per constituent: citral 0.11%, isoeugenol 0.019%, coumarin 0.089%, eugenol 0.45%.
What an essential oil is, and what it is not
An essential oil is the volatile fraction of a plant, separated by steam distillation or, for citrus peel, by cold expression. It is not a fatty oil: no triglycerides, no emolliency, and it evaporates rather than leaving a film. Chemically it is a mixture of terpenes, terpenoids, aldehydes, phenols and esters, often several hundred compounds, with a handful making up most of the mass.
That distinction matters. The carrier oils in a balm are the structural oil phase; essential oils are an additive at fractions of a percent. It matters for safety too, because you are comparing a bulk emollient with a concentrated mixture of small reactive molecules, several of which carry limits in the hundredths of a percent.
A CO2 extract carries heavier material that distillation leaves behind, an absolute may carry solvent residue, and an infused oil is a fatty oil with plant material soaked in it, a different product at a different concentration.
Why "natural" tells you nothing about safety
The strongest sensitisers in cosmetic use are almost all natural products. Cinnamaldehyde, eugenol, isoeugenol, citral, oakmoss and the oxidation products of limonene and linalool are all plant derived and all established contact allergens. Neither the regulator nor the immune system distinguishes a molecule from a still from the same molecule out of a reactor.
Never apply undiluted essential oil to skin, and never treat "a few drops" as a dose: drops vary from about 20 to 40 mg with the oil and the dropper. Weigh on a scale reading to 0.01 g, or scale the batch up until the addition is weighable.
Which IFRA category your balm is in, and why lips are the worst case
IFRA sets limits by product category, according to how much material reaches skin and how much is ingested. Establishing the category is the first job, because one material can be permitted at a whole percent in one category and a few hundredths in another. Lip products of all types are Category 1, the strictest of the set, and lip creams containing sunscreen are included.

The consequence is blunt. A body balm and a lip balm are not the same product in a different container, and a beard balm sits in 5B rather than 5A, which is tighter again.
There is no IFRA Standard for lavender, peppermint, tea tree or sweet orange
Enumerating all 263 Standards in the 51st Amendment gives a result most craft sources would find surprising: peppermint, tea tree, lavender and sweet orange oils have no IFRA Standard of their own. They are constrained only indirectly, through the constituents they carry. That cuts both ways. There is no official ceiling for lavender because there is no lavender Standard to set one, and the claim that 2 to 5% total essential oil is the safe zone for a lip balm is not an IFRA figure at all. It is folklore, and for Category 1 it is wrong.

Isoeugenol at 0.019% is roughly fifty times stricter than the "1% is always safe" rule of thumb that circulates in maker groups. Worked back to the oil, the arithmetic gets uncomfortable. Lemongrass at 70% citral reaches the Category 1 limit at 0.16% of the finished stick; clove bud at 85% eugenol at about 0.53%; a ylang ylang carrying 1% isoeugenol is capped near 1.9% by that constituent alone. Run each oil through the essential oil dilution calculator rather than trusting a blanket number.
Two further Category 1 rules almost never appear on craft sites. First, the summation rule: the sum of the concentrations, each expressed as a percentage of that material's own limit, must not exceed 100, so two materials at 60% of their individual limits is a fail. Second, Category 1 requires materials to be recognised as safe as flavouring ingredients under the IOFI Code of Practice, because a lip product is partly eaten. A material can be acceptable as a fragrance and still fail that test.
Photosensitisation: the limits, and two corrections
Phototoxicity is not an allergy. Furocoumarins such as bergapten (5-methoxypsoralen) absorb long-wave UV and, once excited, react with skin cell DNA. The result is a burn: redness, blistering and long-lasting brown pigmentation. Furocoumarins are heavy and non-volatile, so they stay behind in steam distillation and come through in cold expression.

Two corrections to material that circulates widely. Expressed sweet orange oil is not phototoxic and has no IFRA Standard, so its regular appearance on lists of oils to keep out of the sun is simply wrong. And the bergapten (5-MOP) cap is 15 parts per million, that is 0.0015%, not the 1 ppm often quoted. Measuring bergapten to 15 ppm or below is exactly what "bergamot FCF" means: it releases the 0.40% cap on expressed bergamot, and bergamot FCF has no Standard of its own.
A phototoxic burn can appear twelve to twenty-four hours after sun exposure, which is why people rarely connect it to the balm they applied that morning. Lips take more direct sun than almost any other skin. Sun protection itself is separate and regulated, discussed in SPF in lip balm.
The EU limits that often bite before IFRA does
Annex III of Regulation 1223/2009 runs alongside the IFRA Standards and is law rather than an industry commitment. Three entries decide more balm formulas than anything IFRA publishes.
Methyl salicylate (entry 324) is capped at 0.06% on leave-on skin and 0.03% in lip products, and not for children under 6. Wintergreen and sweet birch oils are 85 to 99% methyl salicylate, so they cap out near 0.06 to 0.07% of a leave-on balm and about 0.03% of a lip balm, levels at which you cannot smell them. Muscle rubs are the high-risk category.
Citral was capped for the first time by Regulation (EU) 2026/909, at 0.11% in lip products and 0.15% on leave-on skin, identical to IFRA. Products outside those limits may not be placed on the market from 1 January 2027, nor made available from 1 July 2028. Lemongrass, litsea cubeba, lemon myrtle and melissa are 40 to 80% citral, putting lemongrass at roughly 0.2 to 0.35% of a leave-on balm and well under half of that on a lip.
Salicylic acid (entry 98) is limited to 0.5% in lip products and 2.0% in other products, and is not for children under 3.
Every number here is a snapshot. IFRA Standards are revised in amendments and annex entries are amended by individual regulations, so levels move and new entries appear. Before you sell, look each material up in the current Standards Library and the current consolidated Annexes II and III, and record what you found. Oxidation, and the peroxide value the law names
Terpenes react with atmospheric oxygen. Limonene, dominant in citrus peel oils, and linalool, dominant in lavender, both oxidise to hydroperoxides, and those hydroperoxides, not the parent terpenes, are the potent contact allergens. It is a genuine chemical change, and it is why the same oil can be unremarkable in one bottle and reactive in another.
The regulatory hook turns that vague warning into a specification. Annex III entries 129 and 130 require terpenes and terpenoids to have a peroxide value below 10 mmol per litre, and entry 88 requires limonene to be below 20 mmol per litre. The IFRA limonene Standard works the same way: it is a specification, not a concentration limit, and it is met by adding about 0.1% BHT or tocopherol at production rather than by using less limonene.
Oxidised tea tree is the clearest human example: ascaridole, an oxidation product of alpha-terpinene, is implicated in Melaleuca contact allergy (PMID 27513446, PMID 23948040). An old bottle of tea tree is not the same material as a fresh one.
- Buy small and decant. Buy a year's worth, and move the contents to a smaller bottle as it empties to cut the headspace.
- Cold, dark, dated on opening. Amber glass, tight cap, refrigerator for citrus and conifer oils. Treat citrus and tea tree as one year, most others as two to three.
- Smell before use. Oxidised citrus smells flat and faintly turpentine-like. If it has changed, do not put it on lips.
Tocopherol protects the fatty phase against the same class of reaction, as set out in vitamin E and antioxidants, but it will not reverse hydroperoxides that already formed in the essential oil bottle. The general mechanism is covered in rancidity and oxidation.
Allergen labelling: 24 to 80, and the UK has not followed
The framing that circulates, "26 allergens becoming 81", is wrong in both numbers. The baseline is 24 individually labelled allergens. Regulation (EU) 2023/1545 adds 45 new Annex III entries covering 56 new substances, replaces 17 and deletes 10. The correct framing is 56 additional allergens, taking the list from 24 to 80 substances across 81 entries. The thresholds are unchanged: declare above 0.001% in a leave-on product and above 0.01% in a rinse-off.
The dates have partly passed. Non-compliant products could be placed on the market until 31 July 2026, which is behind us, and may be made available until 31 July 2028, so stock already in the chain is still legal. The UK has not adopted 2023/1545 as of September 2026: the GB Annex III stops at entry 325, so a GB label and an EU label for the same balm now differ. Northern Ireland remains under EU law.
Two entries change what a balm maker declares. Entry 360 covers lavender including Lavandula angustifolia, so "true lavender does not need declaring" is false, and entry 361 covers peppermint. Tea tree has no EU allergen entry, which is a labelling fact rather than a safety endorsement.
Irritation, sensitisation and patch testing
Irritant contact dermatitis is dose-dependent chemical damage. Everybody gets it above some concentration, it appears within hours, and it resolves when you stop. Allergic contact dermatitis is an immune response: a first exposure primes T cells with no visible reaction, and after that, re-exposure produces dermatitis at doses far below any irritant threshold, typically 24 to 72 hours later. Reducing the dose does not fix it, and the sensitisation is generally permanent.
On lips this presents as allergic contact cheilitis: dryness, scaling, fissuring at the corners and a steady worsening the more product you apply. It is the real mechanism behind the belief that lip balm is habit forming, set out in does lip balm dry your lips; immediate stinging is triaged in balm stings or burns.
Test the finished product, not the neat oil. Apply a little to the inner forearm, cover it if you can keep it dry, and read the site at 48 hours and again at 96, because a 24-hour check misses delayed reactions. A clear home test lowers your risk rather than proving safety, and it cannot separate irritation from allergy. Only clinical patch testing with standardised series can name the culprit.
What to keep out of lip products entirely
Independent of any percentage, some materials do not belong in something that sits on the lip and is partly swallowed: cinnamon bark and cassia, clove bud, oregano, thymol and carvacrol rich thyme, wintergreen and sweet birch, camphor-rich oils, expressed bergamot and lime, bitter almond, sassafras, pennyroyal, and any oil sold without a botanical name and a batch identity. If you want a balm to smell of something, use a well-chosen unrefined butter instead. Unrefined cocoa butter brings its own scent at 15 to 25% and needs no fragrance allowance at all: the cheapest way to get scent without an allergen.
Where this leaves a formula
Essential oils are optional in a balm and always carry a cost. If you keep them, treat them as a regulated additive: establish the category first, work each constituent limit back to a percentage for the oil in front of you, weigh to 0.01 g, and check every material against the current Standard and annex entry before you sell. Limits change, so treat these figures as a starting point and confirm them yourself. Frequently asked questions
What percentage of essential oil is safe in a lip balm?
There is no single figure, and the widely repeated "2 to 5% is the safe zone" is not an IFRA number. Lip products are IFRA Category 1, the strictest category, so what binds is the limit on each constituent: citral 0.11%, isoeugenol 0.019%, coumarin 0.089%, eugenol 0.45%. Work those back through the composition of each oil, and check the current Standard.
Is there an IFRA Standard for lavender, peppermint or tea tree oil?
No. Enumerating all 263 Standards in the 51st Amendment shows that peppermint, tea tree, lavender and sweet orange oils have no Standard of their own. They are constrained indirectly, through constituents such as citral, linalool hydroperoxides and menthol, and through the general summation rule. Do essential oils expire?
They do not go rancid the way a seed oil does, but they oxidise. Terpenes such as limonene and linalool react with air and light to form hydroperoxides, which are far more sensitising than the parent compound. EU Annex III entries 129 and 130 require terpenes and terpenoids to be below a peroxide value of 10 mmol per litre, and limonene below 20 mmol per litre.
Which essential oils cause sun sensitivity?
Expressed citrus peel oils carrying furocoumarins. IFRA limits bergamot expressed to 0.40%, lime expressed 0.70%, bitter orange peel expressed 1.25%, cold pressed lemon 2.0% and grapefruit expressed 4.0%, with angelica root, cumin and rue also restricted. Steam-distilled grades are not phototoxic. Expressed sweet orange oil is not phototoxic and has no IFRA Standard, despite appearing on many lists.
What is the difference between irritation and sensitisation?
Irritation is direct chemical damage: everyone reacts if the dose is high enough, it appears quickly, and it fades when you stop. Sensitisation is an immune response: only some people develop it, it needs a first exposure to prime the system, and once established it is lifelong and triggers at doses far below the irritant threshold. Sensitisation is the one that ends your use of an ingredient permanently.
How do I patch test a balm with essential oils?
Apply a small amount of the finished product to the inner forearm or behind the ear, cover it if you can, and leave it for 48 hours without washing. Check at 48 and again at 96 hours, because allergic reactions are delayed. A home patch test can miss a real allergy, so it lowers risk rather than proving safety. Clinical patch testing is a different procedure.
Can I leave essential oils out entirely?
Yes, and for a lip balm, a childrens balm or anything for compromised skin it is usually the better choice. Essential oils add scent and flavour. They contribute nothing to occlusion, emolliency or barrier support, which is the entire mechanical job of a balm. An unscented balm is not a lesser product.
