Reading a balm label: how to reconstruct the formula from the ingredient list
INCI order, the 1 percent pivot, fragrance allergens, PAO symbols and batch codes, plus three worked examples that turn a real ingredient list into a rough formula.
An ingredient list is the only part of a balm package that has to tell the truth in a defined format. Everything else on the carton is written by someone whose job is to sell it. Once you know the ordering rules, a list of nine INCI names stops being a wall of Latin and becomes a rough formula, which is enough to compare two products on their construction rather than on their photography.
Cosmetic ingredients are listed in descending order by weight down to 1 percent, and in any order below that. So the first three to five names carry almost all the information: they tell you the structural strategy, the occlusive load and roughly what the product cost to make. Everything after them is detail, marketing or trace.
The one rule that does most of the work
Both the United States and the European Union require ingredients to be declared using standardised names, in descending order of weight at the point of manufacture, until you reach ingredients present at 1 percent or less. Below that threshold the order is free. Colourants are handled separately and generally appear at the end, sometimes prefixed to show they may vary between shades.
Two consequences follow, and both are routinely missed. First, the boundary is invisible: nothing marks where descending order stops, so you have to infer it. Second, an ingredient sitting eighth in a list of ten might be at 0.9 percent or at 0.01 percent, and a brand can legally place its most marketable trace ingredient immediately after the last real one so that it looks substantial. If a list reads sunflower oil, beeswax, shea butter, castor oil, rosehip oil, gold, caviar extract, tocopherol, everything from rosehip onward is plausibly a rounding error.
- Descending order is mandatory above 1 percent, optional at or below it.
- Beeswax reported in lipstick and lip gloss at 2 to 12.2 percent in the 2022 industry survey.
- The famous "up to 56 percent beeswax" is a single 2003 datapoint, almost certainly a hard colour stick.
- Supplier stick formulas run a total hard wax budget of roughly 8 to 18 percent.
Where the 1 percent line usually falls in a balm
Anhydrous products make this easier than lotions do, because a balm has very few materials that belong below 1 percent. In practice the sub-1 percent tail of a balm is: antioxidant, flavour or fragrance, declared fragrance allergens, colourant, and occasionally a vitamin ester added for the label. Everything structural has to be above 1 percent to do anything at all. A wax at 0.5 percent structures nothing, and an oil at 0.5 percent is 21 milligrams in a 4.25 gram stick.
So the practical rule is: find the first antioxidant, flavour or fragrance term, and treat it as the approximate start of the tail. Everything before it is doing physical work and is in descending order. That single inference is what makes the worked examples below possible, and it also explains why the position of tocopherol tells you nothing: it is used at 0.1 to 0.5 percent of the oil phase wherever it appears.
Worked example one: a petrolatum stick
Label: Petrolatum, Octyldodecanol, Ozokerite, Microcrystalline Wax, Isopropyl Myristate, Flavor, Tocopheryl Acetate, BHT.
The structural logic is immediate. This is built on petrolatum as the occlusive and mineral waxes as the structurant, with no plant material at all, so no oxidation risk worth managing. Flavor marks the tail, so the first five names are in true descending order.

Worked example two: a natural beeswax balm
Label: Helianthus Annuus Seed Oil, Cera Alba, Butyrospermum Parkii Butter, Ricinus Communis Seed Oil, Copernicia Cerifera Cera, Tocopherol, Mentha Piperita Oil, Limonene, Linalool.
Sunflower oil first, beeswax second. This is the point where survey data does real work. The Cosmetic Ingredient Review's 2022 reported use concentrations put beeswax in lipstick and lip gloss at 2 to 12.2 percent, and published supplier stick formulas hold beeswax around 8.5 to 18 percent with the total wax budget in the same band. The much-repeated 56 percent figure comes from a single 2003 datapoint, almost certainly a hard colour stick rather than a balm, and treating it as normal is what makes people believe the 1:1:1 wax to butter to oil folk recipe is an industry practice. It is not. That recipe computes to 33 percent wax by weight, which is beard wax territory.

Notice what the list rules out. If this product genuinely contained 30 percent beeswax, cera alba would be listed first, ahead of the sunflower oil. It is not. The label has already contradicted the folk recipe, and you did not need to melt anything to find that out.
Worked example three: a lanolin heavy repair balm
Label: Lanolin, Ricinus Communis Seed Oil, Cera Alba, Hydrogenated Castor Oil, Helianthus Annuus Seed Oil, Tocopherol.
Six ingredients, no fragrance, no flavour. The absence of a flavour term is itself information: this is a repair product rather than a comfort product, and the maker has removed the most common sensitiser categories. Lanolin first means it is built for occlusion and cling. It melts across 38 to 44 C rather than at a single point, and at this loading it will feel heavy and stay put.

These bands are inferences from list position, published supplier architectures and industry use surveys. They are not disclosed formulas, and a maker could legitimately sit outside them. The point of the exercise is not precision, it is being able to say "this is a 50 percent lanolin occlusive and that is a 40 percent sunflower oil comfort stick" and be right about the difference.
Fragrance, flavour and the allergens hiding in one word
A fragrance or flavour composition may be declared under a single collective term because the blend is treated as proprietary. That one word can conceal dozens of materials. European and United Kingdom rules require a defined set of individual fragrance allergens to be named separately once they exceed thresholds, which is why lists so often end in limonene, linalool, geraniol or citral. Those names are usually not separate additions. They are constituents of the essential oils already present, surfaced because the law requires it.
For a lip product this matters more than elsewhere, because the material is eaten in small quantities and because the vermilion has no stratum corneum to speak of. A list ending in three or four allergen names tells you the fragrance load is real, not decorative. If you have ever reacted to a balm, that tail is the first place to look, and the reasoning is set out in whether lip balm dries your lips.
PAO symbols, batch codes and dates
The open jar symbol with a number and the letter M is the period after opening: the manufacturer's judgement of how long the product remains suitable once opened. It is required in the European Union and the United Kingdom for products with a shelf life over 30 months, and it is a judgement rather than a published test. Products with a shorter total life carry a best-before date instead. United States rules do not mandate either for cosmetics, so an American package may carry both, one or neither.
The batch code is the more useful marking and the more ignored. It is what lets a manufacturer trace a complaint to a production run, and what a recall is issued against. A balm with no batch code anywhere is an operation with no traceability, which is worth noticing. For an anhydrous product the practical limit on life is oxidation rather than microbial growth, for the reasons set out in whether balms need preservatives. A stick made from sunflower and grapeseed oil tastes of crayon long before a jojoba and squalane stick does, whatever the printed date says.
Which front-label claims are regulated and which are noise

Treat any balm making a therapeutic claim on the front as a product to read twice. In the United States, adding sunscreen actives or medicated levels of menthol or camphor moves a product from cosmetic to drug, with different rules for testing, labelling and manufacture. A five minute routine for any balm
- Read the first three names only. They are the product. Occlusive first, or oil first, or wax first, and each of those says something different about what it will feel like.
- Find the tail. Locate the first antioxidant, flavour or fragrance term. Everything after it is at or below roughly 1 percent and its order means nothing.
- Count the structurants. Waxes and hard fats in positions two and three mean a firm stick; in fifth and sixth, a soft pot balm.
- Check the allergen tail and the batch code. Named fragrance allergens mean a substantial fragrance load, and no batch code anywhere is a traceability gap.
- Ignore the front of the pack entirely, except where it makes a regulated claim, in which case read it very carefully.
The reason to learn this is not to catch anyone out. It is that two balms at the same price can be a 50 percent occlusive built to hold water in and a 45 percent cheap seed oil built to feel pleasant for twenty minutes, and the list distinguishes them in ten seconds. Once you can read it, questions like natural versus petroleum and which beeswax loading is realistic stop being matters of belief. Frequently asked questions
Are cosmetic ingredients listed in order of amount?
Yes, down to a point. Ingredients present above 1 percent must be listed in descending order of weight. Anything at or below 1 percent may be listed in any order after those, and colourants come last of all in most jurisdictions. So the top of the list is reliable and the tail is not.
How can I tell how much beeswax is in a lip balm?
You cannot tell exactly, but you can bracket it. Its position in the list gives an upper and lower bound relative to its neighbours, and industry survey data reports beeswax in lipstick and lip gloss at 2 to 12.2 percent in the 2022 figures. A balm listing beeswax second or third is very likely somewhere in that band rather than at the 30 percent a home recipe might suggest.
What does the little open jar symbol with a number mean?
That is the period after opening, or PAO. The number followed by M is the number of months the manufacturer considers the product good for once it has been opened. It is a manufacturer's judgement, not a test result you can inspect, and it is separate from any best-before date printed for products with a short total shelf life.
Why does the label say fragrance or parfum instead of naming the oils?
Fragrance compositions can be declared under the single collective term because the mixture is treated as proprietary. In the European Union and the United Kingdom, a set of individual fragrance allergens must still be named separately once they exceed set thresholds, which is why you see limonene, linalool or geraniol appended to a list that otherwise says parfum.
Does natural or hypoallergenic on the front mean anything?
Neither term has a binding legal definition in the United States or the United Kingdom, so both are marketing. Terms that do carry defined meaning include the ingredient names themselves, drug facts panels for sunscreen or medicated products, pharmacopoeial grade designations such as USP, and certification marks issued against a published standard.
Can I work out the exact recipe from an ingredient list?
No, and anyone claiming to has guessed. You can usually place the top three to five ingredients within a plausible band, identify the structural strategy, and spot marketing ingredients present in trace amounts. That is enough to compare two products honestly, which is the useful part.
