SPF in lip balm: why you cannot add sun protection at home

SPF is a tested performance figure, not an ingredient. Why stirring zinc oxide into a balm is unreliable, the inhalation hazard, and what lips actually need instead.

This is one of the few places where Trebalm gives a flat no. Almost everything else in balm making is a matter of ratios, temperatures and trade-offs you can test on your own kitchen bench. Sun protection is not, because the thing you would be claiming is not an ingredient in the pot, it is a number produced by a laboratory test on the finished product, and there is no way to estimate it from the recipe.

Short answer

No. SPF is a measured performance figure from a standardised test on a finished formulation, not a property conferred by adding a filter. Zinc oxide stirred into a wax base disperses unevenly and gives unknown, unrepeatable protection. In the United States an SPF claim also makes the product an over-the-counter drug.

SPF is a test result, not an ingredient

The sun protection factor is defined by a procedure. In the United States, 21 CFR 201.327 requires the product to be applied at 2 mg per square centimetre to test sites on the backs of human subjects with skin types I, II or III, exposed under a solar simulator with a controlled spectrum from 290 to 400 nm, and read at 16 to 24 hours for the smallest dose producing perceptible redness with clearly defined borders. The panel must yield at least ten valid results. The international equivalent, ISO 24444, works the same way.

Everything about that definition is about the finished film. The test does not measure the filter, it measures what the filter does when it is dispersed in your particular base, applied at a defined thickness, on real skin. Change the wax, change the oil, change the pour temperature and you have changed the thing being measured. That is why "20 percent zinc oxide gives SPF 20" is not a conservative approximation. It is not an approximation at all.

What actually determines protection in a film

Mineral filters work by absorbing and scattering ultraviolet light. How much they intercept depends on how the particles sit in the film rather than how many grams went into the pot.

Consider the application arithmetic. Taking the vermilion of both lips as roughly 5 square centimetres, an assumption rather than a measurement, matching the test dose of 2 mg per square centimetre means depositing about 10 mg per application, and reapplying after eating. Nobody applies a lip balm by weight, and nobody applies it uniformly, so even a properly formulated SPF lip product is usually underdosed in real use. That is an argument for reapplication, not for guesswork.

Why zinc oxide in a home balm is unreliable

Zinc oxide is a legitimate filter. It is permitted at up to 25 percent in the United States sunscreen provisions and is authorised in the European Union in both conventional and nano forms. The problem is not the material, it is the process. A commercial mineral sunscreen is built around getting the particles apart and keeping them apart: coated or pre-dispersed grades, a wetting agent, high shear milling, viscosity chosen to hold the dispersion during cooling, then testing that confirms the result.

A home balm has none of that. Wax and butter systems are the worst case, because they set fast and immobilise whatever distribution existed at the moment of setting, and because the melt is thin enough for dense powder to migrate while it cools. The visible result, a balm that looks white and feels chalky, tells you nothing about ultraviolet performance. It only tells you that there is powder in it, which was never the question. The same reasoning applies to mineral pigments generally, as discussed under colourants and tints, where uneven dispersion shows up as streaking rather than as a safety failure.

Worse than nothing, and why that is not rhetoric

The claim that an untested sun product can be worse than none is about behaviour, not chemistry. Sun protection changes what people do: they stay outside longer, seek shade less and treat the product as a licence rather than one layer of several. If the protection is real, that trade is roughly neutral. If the protection is unknown, you have paid the behavioural cost in full and received an unknown fraction of the benefit. The failure is silent until it is a burn, and on lips a burn is not a cosmetic event.

Safety

Do not weigh or blend dry micronised or nanoscale mineral powders in a domestic kitchen. Fine particles become airborne readily and the hazard is inhalation, not skin contact. The European Union authorises zinc oxide (nano) as a UV filter with the express condition that it is "not to be used in applications that may lead to exposure of the end-user's lungs by inhalation", which is the regulator telling you what the exposure route of concern is. If you must handle mineral powders at all, use a pre-dispersed grade, work with an appropriate respirator and ventilation, and never make loose powder products.

Note the asymmetry. In the United States a lip balm with an SPF number is a drug, and 21 CFR 700.35 makes the point explicitly: a product using the term "sunscreen" in its labelling, or representing that it protects against sun damage, comes within the drug definition, because filters alter the normal physiological response to solar radiation. Part 352, the old sunscreen monograph, has been stayed indefinitely since 4 June 2004, so the operative requirements sit in 21 CFR 201.327 and in the deemed final order created by the 2020 legislation. Under 201.327 a "Broad Spectrum" designation needs a mean critical wavelength of at least 370 nm, the SPF itself comes from the in vivo test, water resistance may be stated only as 40 or 80 minutes, and the skin cancer and early ageing claim is available only at Broad Spectrum SPF 15 or above. Note also what does not exist: there is no lip-balm-specific SPF rule. The only lip provision in the whole scheme is 21 CFR 347.20(e), which permits a combination of a lip protectant and a sunscreen. A lip balm with SPF is regulated exactly like any other sunscreen. The filter list moves slowly, but it does move: final order OTC000039, 91 FR 35220 of 10 June 2026, added bemotrizinol at up to 6 percent, the first new United States filter in decades. In the European Union and United Kingdom, a sunscreen remains a cosmetic, but one whose efficacy claims have to be substantiated by defined test methods and held in the file. The cost cliff nobody mentions

The testing bill is the part makers expect. The recurring federal cost is the part that ends the conversation. A small maker of cosmetics pays no federal facility fee. The moment the same balm carries an SPF number it is a drug, and a drug facility pays the over-the-counter monograph drug user fee (OMUFA) every year, whether it sells one tube or a million.

Read the last two rows together. Going from a cosmetic to an SPF product takes a small maker from no federal facility fee at all to roughly $48,000 a year in fiscal 2027, before a single test is booked. There is one consolation and it is small: a facility registered as a chapter V drug establishment is exempt from MoCRA cosmetic facility registration, so you do not pay twice, you simply pay the larger one. Anyone modelling this as part of starting a balm business should treat SPF as a separate product line with its own accounts rather than as a variant of an existing balm.

Lips genuinely do need protecting

None of the above means the concern is misplaced. The vermilion border is thin, poorly keratinised compared with facial skin, and has little melanin, and it sits on a forward-facing plane that catches midday sun. Chronic exposure produces actinic cheilitis: persistent dryness, scaling, blurring of the vermilion border and white patches, classified as a potentially malignant disorder. It affects the lower lip overwhelmingly. In a 25 year hospital series from northeast Brazil, the lower lip accounted for 70.6 percent of squamous cell carcinomas of the lips, and one 2026 cohort of 340 actinic cheilitis patients recorded malignant transformation in 5.3 percent. Those are single series rather than population rates, but the direction is consistent: the lower lip is where sun damage concentrates.

So the honest position is not that lip sun protection does not matter. It is that it matters enough to be done with a measured product. A balm you made is excellent at what an anhydrous film is good at, which is occlusion and emolliency, and that has nothing to do with ultraviolet.

What to do instead

  1. Buy the sun protection, make the balm. Use a commercial lip product with a tested SPF for daytime exposure, and use your own formula for barrier care, overnight and in cold wind. They are different jobs and there is no rule that one product has to do both.
  2. Reapply on a timer, not on feel. Lip products are eaten, drunk and rubbed off faster than anything else you apply. Every couple of hours outdoors, and after eating, is the operative rule for any SPF lip product.
  3. Use the physical options. A brimmed hat shades the lower lip better than almost anything else, because the geometry of lip exposure is close to vertical incidence at midday.
  4. Do not launder the claim. "Naturally sun protective oils", "contains zinc for the sun" and reposting a supplier's SPF number for raspberry seed oil are all sun protection claims in substance, whatever the wording.
  5. If you sell, decide deliberately. Adding a tested SPF to a product line is a strategic decision with a testing budget attached, not a formulation tweak. The labelling consequences alone are covered under US cosmetic labelling.

The judgement

The reason this page is firm is not that home makers are careless. It is that this particular problem has no home-scale feedback loop. When a balm is too hard, you feel it. When it grains, you see it. When the beeswax ratio is wrong, the next batch tells you. Sun protection gives you no such signal: an SPF 2 balm and an SPF 30 balm look identical, feel identical and behave identically until someone burns, and by then the information arrives on somebody's lip rather than on your bench.

Everything else here is built on the idea that a careful maker with a scale and a notebook can reason their way to a good product. Here the notebook cannot help, so let a laboratory do the part that needs one. Put your effort into the balm being a genuinely good balm: the right structure for cold weather, an ingredient list appropriate for chapped lips, no needless irritants of the sort discussed under menthol, camphor and actives, and a formula that is safe for children. That is a product worth making, and it does not need a number on the front to be one.

Can I add SPF to homemade lip balm?

No. SPF is a number produced by a standardised test on a finished, unchanged formulation, not a property you can add by including a filter. Without that test you have no idea what the product does, you cannot lawfully state a number, and in the United States an SPF claim makes the product an over-the-counter drug rather than a cosmetic.

How much zinc oxide do I need for SPF 30?

There is no answer, because there is no fixed relationship between the percentage of a filter and the SPF of a finished product. Protection depends on how evenly the particles are dispersed, how thick and continuous the film is, how the base wets the powder and how the product is applied. Two balms at the same 20 percent zinc oxide can measure very differently.

Is zinc oxide powder dangerous to work with?

Handling the dry powder is the real hazard. Fine and nanoscale particles become airborne easily, and the European Union permits zinc oxide (nano) as a UV filter only on the express condition that it is "not to be used in applications that may lead to exposure of the end-user's lungs by inhalation". Weighing loose powder in a kitchen is exactly the exposure that condition exists to prevent.

Do lips actually need sun protection?

Yes. The vermilion has a thin keratin layer and little melanin, and chronic ultraviolet exposure produces actinic cheilitis, a potentially malignant change that overwhelmingly affects the lower lip. In one 25 year Brazilian hospital series the lower lip accounted for 70.6 percent of squamous cell carcinomas of the lips. Sun protection for lips is worth taking seriously, which is precisely why it should be a tested product.

Is a homemade zinc balm better than nothing?

Probably not, and possibly worse. A balm that looks and feels protective changes behaviour: people stay out longer and reapply less, because they believe they are covered. An untested product gives you the behavioural cost of sunscreen with an unknown fraction of the benefit, and the failure is invisible until the burn appears.

What about titanium dioxide instead?

The same objections apply. Titanium dioxide is a permitted filter at up to 25 percent in the United States and is widely used in the European Union, but it needs the same dispersion, the same film and the same testing to mean anything, and dry micronised powder carries the same inhalation caution. Swapping one mineral for another does not remove the need for a measurement.

Can I say my balm gives natural sun protection from raspberry seed oil?

No. Claims of inherent SPF for carrier oils are not supported by any accepted test method applied to a finished product, and repeating a number you read on a supplier page is both unevidenced and, in the United States, a drug claim. If a product protects against sun damage, it is regulated as sun protection, whatever the ingredient is called.
