Buying and using balms

Getting balms through airport security and keeping them usable in transit

A solid stick is not a liquid under UK, EU or US security rules, but a soft tub balm can be judged a paste and has to travel in the 100 ml bag.

A twist up lip balm goes through a security checkpoint in your pocket without anybody caring. A 60 g tin of soft body balm is a different proposition, and so is the same tin after eight hours in a hold or a day in a hire car. This page covers both halves of the problem: what the security rules actually say about solids, pastes and creams, and what pressure, heat and very dry cabin air do to a wax and oil product on the way.

Short answer

Yes, in hand luggage. A firm stick or twist up tube is treated as a solid at UK, EU and US checkpoints and is not restricted. A soft tub, jar or squeezable tube can be judged a paste or cream, which puts it under the 100 ml container limit inside a one litre bag. Container capacity decides that, not how full it is.

How the rule is actually written

The restriction is not about liquids in the everyday sense. In UK and EU aviation security law the category is LAGs, meaning liquids, aerosols and gels, and the definitions explicitly sweep in pastes, lotions, creams, and mixtures of liquid and solid. The United States uses the same idea under a friendlier name: the TSA calls it 3-1-1 for liquids, gels, aerosols, creams and pastes.

The numbers are the same across all three, once you allow for the unit conversion. Each container must have a capacity of 100 ml or less, in the US expressed as 3.4 fluid ounces. All such containers must fit inside one transparent resealable plastic bag with a capacity of about one litre, in the US a quart sized bag. One bag per passenger, and it comes out of your luggage and goes in the tray on its own unless a sign at that lane says otherwise.

Nothing in any of those texts names lip balm, so the question at the checkpoint is always the same: is this thing a solid, or is it a paste. That is a judgement made by a screening officer looking at your specific pot, in a few seconds, and it is why two people can carry apparently similar products and get different answers.

Why a stick passes and a tub might not

A lip balm in a twist up tube is a self supporting solid at room temperature. It does not flow, it does not conform to its container, and it cannot be poured. The TSA's own guidance lists lipstick and similar solid cosmetics as unrestricted in carry on, and UK and EU officers apply the same reasoning even though the published rules do not enumerate products. A deodorant stick, a solid perfume, a lotion bar and a firm balm stick all clear on the same logic.

A tub is genuinely ambiguous, and the ambiguity is physical rather than bureaucratic. A balm's structure is a wax network holding liquid oil, and how solid it looks depends on how much wax is in it and how warm it is. A tin that is firm and matte at 18 C can be glossy and finger soft at 28 C, and a screener sees the second version. How common balm formats are treated in practice at UK, EU and US checkpoints. This is a description of typical outcomes, not a rule you can cite to an officer: the screening decision at the lane is final in all three jurisdictions.

The practical read of that table is simple. Anything you can dig a finger into and lift out in a lump is a paste for these purposes. Anything you would have to scrape or cut is a solid. If you are not sure which side of the line your product sits on, put it in the bag, because a product in the bag is never a problem and a product out of the bag sometimes is.

Capacity, not contents

This is the rule people fall foul of most often, and it is not negotiable at the lane. The limit applies to the capacity printed on or implied by the container, not to the amount inside it. A 150 ml jar with 20 ml of balm left in it fails. A 200 ml tube squeezed nearly flat fails. Officers cannot verify the residual volume by eye, so the stated capacity is the only workable test, and every published version of the rule is written that way.

The corollary matters when you decant. A 100 ml pot filled to the brim passes. But an unmarked pot with no capacity marking and no ingredient list invites a longer conversation, and in some countries an unlabelled cosmetic raises a customs question rather than a security one. Buy small containers with the capacity moulded or printed on them, and keep the original packaging for anything you might need to explain. The cheapest way to remove the whole question is to travel with one firm stick and one tin under 100 ml. Between them they cover lips, hands, cuticles, elbows and any dry patch, they need no bag decision, and if security does query the tin it is already small enough to go in.

The scanner exception, and why to ignore it

Some airports have installed computed tomography scanners at the checkpoint, which produce a three dimensional image and can characterise materials well enough that the 100 ml rule becomes unnecessary. Where those lanes are fully approved and operating, larger containers can be allowed and the bag can be dropped. The UK ran a large rollout of these machines, and the EU and the US have deployed them at selected airports too.

The reason not to pack around it is that the permission is local, reversible and often temporary. UK deadlines for the rollout moved more than once, and in June 2024 the Department for Transport reimposed the 100 ml limit at airports that had already relaxed it while technical issues were resolved. Individual airports have since moved in both directions. The EU restricted approvals for the relevant scanner class in 2024 for similar reasons.

The asymmetry is what should decide your packing. If you pack for 100 ml and the airport is relaxed, you lose nothing. If you pack for a relaxed rule and hit a strict lane, you bin a product at the tray. That risk is also not symmetric across a return trip: your departure airport may be relaxed and the one you fly home from may not, and you will only find out with your bag already on the belt.

Careful

Check the rule for the airport you are flying home from, not just the one you leave from. A 200 ml jar that was fine outbound is a bin item on the return leg if that terminal has not been upgraded, and the same applies to any product bought duty free at a connecting airport and taken through a second checkpoint.

What pressure does to a tube

Cabins are pressurised, but not to sea level. Certification rules cap cabin altitude at 8,000 feet (about 2,440 m) at maximum operating altitude, which is roughly 750 hPa, about three quarters of sea level pressure. Newer composite airframes typically hold a lower cabin altitude of around 6,000 feet. Holds on passenger aircraft are pressurised to the same value as the cabin.

Three quarters of an atmosphere is not enough to burst anything, but it is enough to make trapped air expand by roughly a third, and that is what pushes soft product out of a container. A twist up tube with the mechanism wound partly up has air below the piston. A part used tin has headspace. Warm the container in a pocket at the same time and you get the familiar arrival scene: balm on the inside of the cap, or a ring of oil around the lid seam. Three habits deal with it. Wind a twist up tube fully down before you fly, so the piston sits at the bottom and there is less to move. Carry tins upright, and prefer a screw lid to a friction fit lid, which relies on nothing but the fit to stay shut. And put anything soft into a zip bag of its own, which costs nothing and contains the failure if it happens.

Heat, which is the real enemy

Aircraft holds are temperature controlled in flight, typically somewhere between about 5 and 20 C depending on the compartment and the aircraft, which is a benign environment for a balm. The damage happens on the ground. A bag on a summer apron, a container standing on tarmac, a car boot at a hire desk and a hotel car park all reach temperatures that wax networks do not survive.

Temperatures a balm meets while travelling, against the softening and melting behaviour of the usual structuring waxes. Vehicle interior figures follow published work on enclosed vehicles. Wax melting ranges are standard published values; the collapse behaviour of a finished balm depends on its whole composition, not on the wax alone.

Nothing on that list is fixed by better packaging. It is fixed by where you put the product. Balm that has melted and reset is generally still usable, though the texture changes, sometimes to a grainy or gritty feel as the fat crystals coarsen on slow cooling. If you are choosing what to take rather than what to rescue, wax composition predicts heat tolerance well. Beeswax melts at 62 to 65 C but a beeswax only stick loses its shape from the high thirties. Candelilla at 68 to 73 C and especially carnauba at 82 to 86 C raise that substantially, which is why a firmer, slightly draggier stick is the better travel choice. Products with a lot of coconut oil are the worst case, because coconut oil is already liquid at 24 to 26 C.

Cabin air is drier than a desert

Relative humidity in a cruising cabin commonly sits between 10 and 20 percent, and on a long sector with few passengers it can drop below that. The reason is straightforward: the air is drawn from outside at altitude, where it holds almost no water, and the only moisture added is what the people on board exhale. For comparison, the Sahara averages around 25 percent, and a comfortable indoor range is 40 to 60 percent.

Dry air steepens the gradient that drives water out of the skin. Transepidermal water loss rises, and the tissue with the least barrier to resist it complains first: lips, which have a thin stratum corneum and no sebaceous glands to speak of, then the backs of the hands and the area around the nostrils. The physics of that gradient is set out in transepidermal water loss, and it is the same mechanism that makes winter indoor heating uncomfortable, discussed in cold weather skin.

An occlusive balm is a genuinely good answer here, because it reduces the rate of loss directly rather than adding water that will evaporate. What matters is frequency, not quantity: a thin film reapplied every couple of hours does more than one thick coat at boarding, and the amounts that actually do something are quantified in how much balm to apply. Applying to slightly damp skin after washing helps, and licking your lips does the opposite.

Note

Flavoured and heavily scented lip products are a poor choice for a long flight, because they encourage licking, which is the fastest way to make dry lips worse. A bland product used often beats a pleasant one used occasionally.

Customs, biosecurity and animal ingredients

Security screening and border control are separate agencies asking separate questions. Once you land, the issue is not whether your balm is a paste, it is what is in it.

Bee products attract the most attention. Australia and New Zealand both operate strict biosecurity regimes that require you to declare bee products, and honey in particular is heavily restricted or prohibited on import in personal luggage. Commercially manufactured, sealed, labelled cosmetics containing beeswax are usually admitted, but they are still declarable, and a home made tin with no ingredient list and no manufacturer is exactly the item an officer will take away. If your balm contains honey or propolis, expect a harder line.

Other animal derived materials are less commonly a problem but are worth knowing about. Lanolin and tallow are ruminant derived, and several jurisdictions restrict ruminant material on animal health grounds; finished cosmetics in retail packaging are generally accepted, unpackaged bulk material is not. Some countries also restrict plant material, which catches herbal infusions containing recognisable botanical matter rather than clarified oil.

Two rules cover almost every case. Declare it if the form asks about animal products, food, or plant material, because declaring something admissible costs you a minute and failing to declare something inadmissible costs you a fine. And keep products in their original labelled packaging, because a full ingredient list is the fastest way to answer the question. A travel kit that works

The kit below covers a two week trip in almost any climate and passes any checkpoint without a decision being needed.

  1. One firm, bland stick. No flavour, no strong fragrance, wound fully down. It handles lips, and at a push cuticles and nose corners. Firmness from candelilla or a little carnauba rather than a soft beeswax only formula.
  2. One tin under 100 ml. A general purpose balm for hands, heels and anywhere dry. Screw lid, not friction fit. Because it is under 100 ml it can go in the liquids bag if anybody asks.
  3. Both in the liquids bag by default. Even the stick. It costs no space and removes every conversation.
  4. Labels intact. Ingredient list and capacity visible. Nothing decanted into an unmarked pot, which is the item that causes trouble at both security and customs.
  5. Nothing in the hold that you will need on arrival. Not because of temperature, holds are fine in flight, but because bags go missing and aprons are hot.
  6. Nothing left in a parked car. This is the single most likely way to destroy a balm on a trip, and the one entirely within your control.

If you are travelling with product you made yourself, add one more item: a printed ingredient list, even a simple one. It answers the customs question, and it answers the security question about what a soft tin actually contains. What this page cannot decide for you

Two limits are worth stating plainly. The screening officer at the lane has the final say in the UK, the EU and the US, and no published rule, and certainly nothing here, overrides that. An officer may require a product to go in the bag, may test it, or may refuse it, and there is no appeal at the checkpoint. Pack so that a refusal costs you a 5 g stick rather than a 200 ml jar.

Second, aviation security rules and biosecurity rules both change, sometimes at a few weeks' notice and often airport by airport. The 100 ml container and one litre bag figures have been stable for close to two decades and are the safe assumption, but the scanner exemptions are moving continuously, and import rules on bee products are revised more often than travellers expect. Check the current guidance from the airport you are flying from and the border agency of the country you are flying to. Neither can be answered in general, and both can be answered in five minutes.

The decision rule, then: firm stick plus one sub-100 ml tin, original labels, in the bag, never left in a car, and declared at the border if it contains anything from an animal or a hive.

Either transfer a portion into a container of 100 ml or less with the capacity marked on it, or put the jar in hold luggage.

Some airports have new scanners. Do I still need the liquids bag?

Pack as if you do. Where computed tomography scanners are fully approved and operating, larger containers can be permitted locally, but those permissions have been granted, withdrawn and re-granted several times since 2022 and vary airport by airport. Your return airport may be stricter than your departure airport, so packing for the strict case costs nothing.

Will a balm survive the aircraft hold?

In flight, yes. Holds on passenger aircraft are pressurised and temperature controlled, typically somewhere between about 5 and 20 C, which a balm handles without difficulty. The risk is on the ground: baggage carts and aprons in summer reach 35 to 50 C, and a car boot at the other end can exceed 60 C, which is above the melting point of beeswax.

Why do my lips get so dry on a plane?

Cabin relative humidity typically runs at 10 to 20 percent, lower than most deserts, because the air comes from outside at altitude where it holds almost no moisture. That steep gradient increases water loss through the skin, and lips have the thinnest barrier and no oil glands to compensate. A thin film of occlusive balm reapplied every couple of hours is the effective answer.

Do I have to declare a beeswax balm at customs?

In countries with strict biosecurity, notably Australia and New Zealand, yes. Bee products are declarable, honey is heavily restricted in personal luggage, and propolis attracts the same attention. Commercially made, sealed and labelled cosmetics containing beeswax are usually admitted, but an unlabelled home made tin is the item most likely to be confiscated. Declaring costs nothing.
