Cutting the cost of a balm without cutting the part that does the work

A cheap balm is not a cheaper recipe. It is the same competent recipe made in a bigger batch, in packaging bought at the right quantity break, filled to a weight you actually control. This page costs a working lip balm down to the tenth of a penny, separates the savings that are free from the ones you pay for in shelf life or texture, and names the four things that are never worth cutting.

At 500 units the balm inside a 4.5 g lip tube costs about 3.7p to make, the tube, cap, label and band about 19.5p, and labour about 15p, so roughly 40p a unit all in. The formula is 15% beeswax, 20% refined shea, 8% castor, 56.9% high oleic sunflower, 0.1% tocopherol. Pour at 66 to 72 C.

Where the money in a lip balm actually is

Makers try to cut the formula because the formula is the part they control. It is also the smallest number on the sheet. At the quantities a small producer buys, the balm is roughly one sixth of the material cost of a finished lip tube and the empty container is more than half.

Read the last two rows against each other. Between 100 units and 10,000 units the balm gets 3.4p cheaper and the packaging gets 21.3p cheaper. Every hour spent shaving the oil blend is worth less than one phone call about a tube quantity break. That is the whole argument of this page, and the rest of it is the detail. Cost per gram, hobby quantities against 25 kg

Prices per gram are the only way to compare materials that arrive in 100 g pots, 5 kg pails and 25 kg sacks. The three columns below are the bands a UK small producer sees in 2026: hobby means 250 g to 1 kg retail packs, trade means 5 to 10 kg, bulk means a 25 kg drum or sack from a wholesale supplier.

Two things jump out. Jojoba is the single most expensive thing most makers put in a lip balm, at four to seven times the price of the oil it usually replaces. And the antioxidant, which looks alarming at 8p a gram, is used at 0.1% and therefore costs 0.04p a tube. Cost per gram without an inclusion rate beside it is a trap. The formula

The yield arithmetic is net product divided by 0.90, not batch weight multiplied by 0.90: 1 kg gives 900 g of filled product, which is 200 tubes at a 4.5 g fill. The distinction and the overage bands are set out in batch scaling.

Three of the five lines are doing work that nothing cheaper does. Beeswax at 15% is the structure, and the substitutes that undercut it are either mineral waxes, which change what the product is, or vegetable waxes such as sunflower and rice bran that cost more per gram and are harder to work with. Castor oil at 8% is under 0.2p a tube of raw material and carries the gloss and the cling; it is the last thing to cut, not the first. High oleic sunflower is the whole reason this formula is both cheap and stable, because its oleic content around 80% and linoleic content around 4% give it far better oxidative stability than commodity oils at a similar price.

Refined shea butter is the interesting one, because it is the rare saving that costs nothing. It is cheaper than unrefined, it is paler, it has no nutty smell to fight with your flavour, and the refining removes some of the seed material that seeds coarse crystal growth, so the grain risk goes down rather than up. What you lose is the unsaponifiable fraction, which runs around 5% in crude butter and lower after refining, and the marketing sentence about raw African butter.

Making it: melt, pour, cure

  1. Weigh into one vessel. Beeswax, shea, castor and sunflower, tared between each addition. Hold the tocopherol back in a small dish.
  2. Melt at 75 to 80 C and hold 20 minutes. The hold is not for the wax, which is liquid well below that. It is to destroy surviving shea crystal nuclei, whose clear point sits at roughly 41 to 43 C, so that they cannot template grain a fortnight later.
  3. Cool below 60 C and add the tocopherol. Stir it through for a minute. Added into an 80 C melt you lose part of what you paid for.
  4. Pour at 66 to 72 C. Fill each tube in one movement to about 1 mm below the rim. Work in rows so nothing stands and thickens in the jug.
  5. Top up after 10 to 15 minutes. The surface skins and the centre dishes. A second thin pour over each tube gives a level, slightly domed top.
  6. Cure 24 to 48 hours upright before capping, labelling or judging hardness. Wax crystallisation is still finishing, and a stick judged at two hours reads softer than the same stick at two days.

Nothing in that method is a cost saving measure and nothing in it can be skipped to save money. The 20 minute hold costs a few pence of energy per kilogram and prevents a fault that scraps the run. Why the pour window is that narrow is set out at pour temperatures.

Fill weight is a cost control, not a detail

A 4.5 g nominal tube filled by eye drifts. Filled to 4.9 g, which looks identical, you have given away 8.9% of your balm. In money that is only 0.30p a unit, which nobody notices. The cost that does bite is that a 1 kg batch planned for 200 tubes now yields 183, so you are 17 tubes short of the order and the second batch costs a full melt, pour, clean down and batch record for a fraction of a run.

Try this

Check the fill by weight, not by eye. Tare an empty tube and cap on the scale, then weigh every tenth filled tube after cure and write the figure on the batch record. Two grams of drift across a rack tells you the pour is running hot or the jug is being held too high. Scale resolution and calibration matter more here than anywhere else in the process, and are covered at weighing and calibration.

There is a labelling consequence as well. The average quantity system in Great Britain, set out in the Weights and Measures (Packaged Goods) Regulations 2006, applies to packages of 5 g and above, so a 4.5 g lip tube falls below it and cannot carry the average quantity mark. That does not license underfilling. A declared weight must be accurate, and the check weight discipline above is what lets you declare 4.5 g honestly. The top row and the second row save the same 3.0p a tube. One of them is a purchase order. The other is a reformulation, a fresh stability check and a safety assessment amendment. That comparison is the decision rule for the whole page.

The four things not to cut

The antioxidant. 0.1% mixed tocopherols is 0.04p a tube. The useful range is roughly 0.05 to 0.2% of a mixed tocopherol concentrate, and more is not better: above about 100 parts per million of alpha-tocopherol in oil the measured behaviour tips towards pro-oxidant. The evidence is at vitamin E and antioxidants.

Cosmetic grade wax. Filtered cosmetic beeswax carries a specification and a certificate of analysis. Apiary or candle grade often does not, and what it carries instead is propolis and hive debris. That is both an appearance problem and a sensitisation question, since propolis is a recognised contact allergen.

Accurate weighing. A scale reading to 0.01 g with a check weight is a one-off cost of a few tens of pounds. Without it the 1 g of tocopherol in a 1 kg batch is a guess, and so is every fill weight.

The safety assessment. In Great Britain and the EU a cosmetic cannot be placed on the market without a safety assessment and a product information file, and in the United States the Modernization of Cosmetics Regulation Act requires facility registration, product listing and adequate safety substantiation. This is a fixed cost per formula, it does not scale with batch size, and it is not optional at any price. See safety assessment and the CPSR.

Careful

Catering grade oil from a wholesaler is the most tempting saving on this page and the one that causes the most trouble. It is cheaper by 0.1 to 0.2p a gram, but it usually arrives without a cosmetic specification, without a certificate of analysis, and without a stated fatty acid profile, so you cannot tell a high oleic lot from a commodity lot. The first row is the one that decides whether a cheap balm is viable at all, and it is not decided by opinion. Run the base blend through a real ageing check before you commit to a print run of labels with a date on them: shelf life testing sets out what an accelerated result can and cannot tell you.

Break-even against a 40p unit

Unit cost is a floor, not a price. What it lets you do is calculate how many units cover the costs that exist whether you sell anything or not.

For one lip balm formula in the UK, the year one fixed costs are roughly a safety assessment at £150 to £450 for a simple anhydrous formula, product liability insurance at £90 to £250, label artwork at nothing to £150, and a calibration weight at about £25. Call the total £500. All figures are 2026 and vary widely by assessor and insurer.

At a £4.00 direct retail price and a 40p unit cost the contribution is £3.60, so 139 units clear the fixed costs. At a £2.00 wholesale price the contribution is £1.60 and it takes 313 units. A £35 market pitch needs ten retail units sold before the day breaks even, which is a more useful number to carry in your head than any margin percentage. If you are VAT registered, do the whole calculation on prices excluding VAT or the answer is wrong by a fifth. Where cheap stops being cheap

The decision rule is a sequence, and it only runs one way. Cut order quantity and packaging tier first, because those savings are large and cost nothing in the product. Cut ingredient grade second, but only downwards through swaps that are neutral, which in practice means refined shea and a good bulk high oleic oil on specification. Cut structural ingredients third or not at all, and if you do, run a stability check and update the assessment before the stock is printed and dated.

Below a certain point the arithmetic stops working. Any change to the formula that saves less than about 0.5p a tube is not worth the reformulation, the retest and the paperwork, because a single amended safety assessment costs more than a year of that saving on a small run. And the honest limit of this page is that it is a formula for a lip tube at UK prices in 2026. A different container, a hotter climate, a vegan wax or a scented line changes both the formula and the ranking of the savings above, and the only way to know your own numbers is to put your own supplier quotes into the arithmetic rather than these bands. What is the cheapest lip balm recipe that still works?

Roughly 15% beeswax, 20% refined shea butter, 8% castor oil, 56.9% high oleic sunflower oil and 0.1% mixed tocopherols by weight. At 2026 UK trade prices that is about 3.7p of balm in a 4.5 g tube. Cutting further usually means removing the castor or the antioxidant, which costs more in payoff and shelf life than it saves.

How much does it cost to make one lip balm?

Is refined shea butter worse than unrefined?

For a balm, no. Refined shea is cheaper, paler, has no nutty smell competing with your flavour, and tends to grain less because refining removes some of the material that seeds coarse crystals. What you lose is part of the unsaponifiable fraction, which is around 5% in crude butter, and the raw butter marketing angle.

Can I use supermarket rapeseed or olive oil to save money?

Chemically they work, but they arrive without a cosmetic specification, so you cannot tell what fatty acid profile you have bought and it can change between deliveries. Commodity rapeseed runs around 20% linoleic acid against roughly 4% for high oleic sunflower, which shortens shelf life noticeably for a saving of about a third of a penny per tube.

Do I really need vitamin E if I am cutting costs?

Yes, because it is the cheapest line on the sheet. At 0.1% of the batch, mixed tocopherols cost about 0.04p per 4.5 g tube, less than the label. The useful range is 0.05 to 0.2% of a mixed tocopherol concentrate; more is not better, since high alpha-tocopherol levels in oil can behave as a pro-oxidant.

Can I skip the safety assessment on a cheap product?

Why is my unit cost so much higher than 40p?

Usually three things: buying in retail pack sizes, paying the 100-unit packaging tier, and not counting labour at all until the end. Order quantity is worth more than any formula change. Rebuild the figure with your own quotes rather than these bands, since carriage and currency move them.
