Why your balm says cera alba, butyrospermum parkii and tocopherol
INCI is a naming system, not a quality mark. Here is how the Latin, the parfum tail and the may contain line translate into what is in the tub.
Cera alba is beeswax. Butyrospermum parkii is shea butter. Helianthus annuus seed oil is sunflower oil. The ingredient list on a balm is written in a naming system built so that an inspector in Lyon and an inspector in Los Angeles read the same word for the same material, and one side effect of that is that entirely ordinary kitchen and beehive materials arrive on the label looking like specimens from a herbarium. This page is the translation, for the person holding the tub rather than the person filling it.
INCI is a naming convention, not a grade or a quality mark. Botanicals get a Latin binomial plus the plant part and the preparation, synthetics and minerals get an English chemical name, colourants get a Colour Index number. It fixes what a material is called. It tells you nothing about how much is in the jar, how it was refined, or how fresh it is.
What INCI is, and who writes the names
INCI stands for International Nomenclature of Cosmetic Ingredients. The names are assigned by the International Nomenclature Committee of the Personal Care Products Council in Washington and published in the International Cosmetic Ingredient Dictionary and Handbook. Two things follow from that. The system is a dictionary, run by a trade body, and it exists to make lists comparable across borders. It is not a permitted list, not a safety assessment and not a quality standard, and no regulator has ever approved an ingredient by giving it a name.
Regulators then adopt the dictionary by reference. In the European Union, Article 19(1)(g) of Regulation (EC) No 1223/2009 requires an ingredient list headed "Ingredients", using the common ingredient names from the glossary set out under Article 33 and published as Commission Decision (EU) 2019/701. The United Kingdom carries the same requirement in its retained version of that regulation. In the United States, 21 CFR 701.3 requires ingredient declaration on cosmetics sold at retail, using names drawn from the same cosmetic ingredient dictionary, with a handful of US-specific conventions covered further down.
The ordering rule that goes with the names is short: descending order by weight down to one percent, then any order below that. That rule is what turns a list into an approximate formula, and it is worked through with examples in reading a balm label. Why the plants are in Latin
Common names are ambiguous and language dependent, which is fatal for a list that has to mean the same thing in twenty-seven countries. Almond oil could be sweet or bitter almond, two preparations with very different safety profiles. Cedarwood oil covers at least four unrelated genera. A binomial fixes the species, and INCI then adds two more qualifiers: the part of the plant and what was done to it. Hence Helianthus Annuus (Sunflower) Seed Oil, which is species, part and preparation in that order, with an English gloss that is normal on US labels and optional in the EU.
The suffixes carry real information once you notice them. Cera means wax, so Copernicia Cerifera Cera is carnauba and Euphorbia Cerifera Cera is candelilla, and both are structuring waxes rather than oils. Butter means a fat solid at room temperature, oil means liquid, and extract means something was pulled out of the plant into a solvent or a carrier rather than pressed from it. That last one matters on a balm: a herbal infusion is declared as two entries, the carrier oil and the plant extract, so a calendula salve reads as sunflower seed oil followed by calendula officinalis flower extract, and the arithmetic behind that pairing is set out in herbal infused oils.
One trap: INCI names are frozen at the point they were assigned, and botany moves on. Shea is Vitellaria paradoxa to a botanist and has been for decades, but the label says Butyrospermum Parkii because that is the dictionary entry. Searching a label name in a plant database can therefore return nothing, or the wrong thing, without anybody having made a mistake.

Three of those deserve a sentence of their own. Cera alba and cera flava are the same wax from the same insect, differing only in whether it has been bleached and filtered, and they melt over the same range, which is why the choice between them is cosmetic rather than functional and why the beeswax page treats them together. Petrolatum and paraffinum liquidum are the semi-solid and liquid fractions of the same refined hydrocarbon stream, and the arguments made about them are examined in the petroleum jelly evidence review. Tocopherol and tocopheryl acetate look like the same thing and are not: the free tocopherol scavenges radicals in the product, the acetate is protected by its ester group and does very little until skin enzymes cleave it, so an oil-heavy balm listing only the acetate has no working antioxidant in it. Aqua deserves a mention for the opposite reason. If you see it, the product is an emulsion rather than a balm in the strict sense, and it needs a preservative system, which changes what the rest of the list should contain.
Parfum, aroma and the tail of named allergens
Parfum on an EU or UK label is a single declared entry covering a fragrance compound that may contain anything from three to three hundred individual molecules. Aroma covers flavourings, which is why lip balms carry it. On a US label the equivalents are Fragrance and Flavor. The word is a legitimate trade secret concession, and it is the single largest gap in any ingredient list.
Partly plugging that gap is the allergen tail: the run of odd single-word chemical names that appears after parfum on a European label. Annex III of Regulation (EC) No 1223/2009 currently names 26 fragrance substances that must be declared individually when present above 0.001 percent in a leave-on product or 0.01 percent in a rinse-off one. A balm is leave-on, so the threshold is 10 parts per million, which is very low. Regulation (EU) 2023/1545 expands that list to around 80 entries. Products that do not comply may not be placed on the EU market from 31 July 2026, and may not be made available on the market at all from 31 July 2028, so ingredient lists are getting visibly longer over the next two years without a single formula changing. The maker-side detail sits in fragrance allergen labelling.
Great Britain has not adopted the expansion at the time of writing and still works to the 26, while Northern Ireland follows the EU rules, so the same product can carry two different tails on two sides of one island. The practical consequence is that a longer tail on one pack does not mean more fragrance than a shorter tail on another; it may just mean a newer label.
Names such as limonene, linalool, geraniol, citral and eugenol in the tail are not evidence that a synthetic fragrance was added. They are constituents of the essential oils themselves: lavender oil is roughly a third linalool, citrus peel oils are mostly limonene. A balm scented entirely with essential oils will usually carry a longer allergen tail than one scented with a well-chosen synthetic accord. Two absences also mean something. No parfum and no tail does not guarantee an unscented product, because a botanical extract can be odorous without being a declared fragrance. And an allergen present below the threshold is simply not listed, which is why a cautious trial on a small patch of skin beats reasoning from the label if you have a known sensitivity. May contain, the plus minus symbol and CI numbers
A tinted balm sold in eight shades cannot practically have eight ingredient lists printed on one carton, so the regulation allows a shortcut. Under Article 19(1)(g) of the EU regulation, colourants in a product marketed in several shades may all be listed together at the end, preceded by "may contain" or by the symbol "+/-". The United States allows the same thing under 21 CFR 701.3(f)(3). The block therefore lists every pigment used anywhere in the range, not what is in your particular tube.
The codes in that block are Colour Index numbers, drawn from Colour Index International, the pigment and dye reference maintained jointly by the Society of Dyers and Colourists and the American Association of Textile Chemists and Colorists. CI 77491, 77492 and 77499 are the red, yellow and black iron oxides. CI 77891 is titanium dioxide, CI 77019 is mica, CI 75470 is carmine, which comes from cochineal insects and is the usual reason an otherwise plant-based tinted balm is not vegan. What each of those actually does in a balm is covered in colourants and tints, with the mineral ones in more depth in iron oxides and mineral pigments.
US labels handle the same pigments differently. Certified colours are declared by their US name rather than their CI number, so a label reads D&C Red No. 7 where a European one reads CI 15850. Iron oxides are named as iron oxides. Anything sold in the US for lips must use a colour additive listed for that use, and batches of certified colours must be certified by the FDA, which is a control that has no direct European equivalent.

The Modernization of Cosmetics Regulation Act of 2022 changed a good deal about US cosmetics without changing the naming rules at all. It brought in facility registration, product listing, safety substantiation records and an adverse event contact on the label, all of which are summarised in MoCRA duties. Section 609 also directs the FDA to identify fragrance allergens that must be disclosed, which would close the gap in row six of that table, but the rulemaking has run behind its statutory timetable and no final list applies yet. Until it does, a US label saying only "Fragrance" is complete and legal, and the European version of the same product is the more informative one to read. Nano, hyphens and numbers in a name
The "(nano)" suffix is a European and British requirement. Where an ingredient meets the definition of a nanomaterial in Article 2(1)(k) of the regulation, its name must be followed by the word nano in brackets, as in Titanium Dioxide (nano). On a balm it almost always signals a UV filter or a pigment rather than anything exotic, and its absence on a US label of the same product means nothing at all, because the US does not require the suffix.
Hyphens and numbers inside an INCI name are structural descriptors, not brand names and not grades. PEG-40 means forty ethylene oxide units. Polyglyceryl-3 means three glycerol units. C12-15 Alkyl Benzoate means the alcohol chain lengths run from twelve to fifteen carbons. Hydrogenated Poly(C6-14 Olefin) names a synthetic hydrocarbon by its feedstock range. The number is chemistry, and comparing two products on the size of the number is meaningless without knowing what the number counts. The ester family that supplies most of these names is described in cosmetic esters. Silicones follow their own pattern, where dimethicone and cyclopentasiloxane are the two you will meet on a balm.
A genuine trade name inside the ingredient list is a labelling error, not a signal. Supplier brand names belong on the front of the pack or in the marketing copy, never between the commas. If a list contains a capitalised invented word with a superscript symbol, either the brand has substituted marketing for the required name, or the required name has been appended in brackets after it, which is permitted in some markets and merely noise in every one.
What an ingredient list cannot tell you
This is the part the system is honestly bad at, and knowing the gaps is more useful than knowing the Latin.
- Percentage. Only the descending order above one percent, with no marker showing where that line falls.
- Grade. Pharmacopoeial white petrolatum and an unspecified industrial grade are both declared as Petrolatum.
- Refinement. Unrefined shea with its full unsaponifiable fraction and bleached, deodorised shea are both Butyrospermum Parkii Butter.
- Extraction method. Cold pressed, expeller pressed and solvent extracted oils share one name.
- Freshness. Nothing in the list reflects peroxide value, storage history or how long the oil sat in a warm warehouse.
- Origin. No country, no cultivar, no chemotype for an essential oil, no indication of whether a wax was filtered or still carries propolis.
- Safety for you. A name is a dictionary entry, not a clearance.
The refinement gap is the one that costs buyers the most money. Two shea butters with identical INCI names can differ by a factor of ten in unsaponifiable content and by a large margin in price, and the label cannot distinguish them. The same applies to the oxidation state of a nut oil, which is invisible on a list and very audible in the smell, as rancidity and oxidation explains. Whether any of this justifies a higher price is a separate question, and the label will not settle it.
Reading a tub in four passes
Do this before you read a single word on the front of the pack. Front-of-pack claims are written to frame the list; reading the list first stops the framing from working.
- Find the structuring material. Anything ending in cera, plus petrolatum, ozokerite, hydrogenated castor oil or stearic acid. This sets the hardness and most of the feel.
- Find the hard fat. Butyrospermum, Theobroma, Mangifera, Garcinia. These sit in the top half of the list in a body balm and are often absent from a lip stick, where wax does the work instead.
- Find the liquid oils. The binomials ending in seed oil or kernel oil, which usually make up the balance. A single cheap commodity oil is not a fault, but it tells you where the money went.
- Read the tail. Everything after the last plausible one percent ingredient: antioxidants, parfum, allergens, colourants. This is where the marketing botanicals live, and where the may contain block belongs.

Where the names stop being useful
The decision rule is narrow and worth stating plainly. Use an INCI list to answer three questions: what class of material dominates this product, does it contain something I know I react to, and is the interesting-sounding ingredient on the front of the pack present at a meaningful level or parked below the one percent line. Those three it answers well, and nothing else on the packaging answers them at all.
Do not use it to rank quality, infer harm from unfamiliarity, or judge how natural a product is. The most reactive material on a lip balm list is frequently the one with the prettiest Latin name, and the least reactive is often the one that sounds industrial. That asymmetry is not a paradox, it is the direct result of a naming system that describes identity and refuses to describe grade. What does cera alba mean on a lip balm?
Cera alba is the INCI name for white beeswax, meaning beeswax that has been bleached and filtered. Cera flava is the same wax left yellow. What is the plus minus symbol at the end of an ingredient list?
It means "may contain", and it is only used for colourants. A product sold in several shades may list every pigment used across the whole range in one block at the end, rather than printing a separate list per shade. So the colours after the symbol are the possible pigments for the range, not a statement of what is in the tube you bought.
Does a long list of odd chemical names after parfum mean the balm is full of synthetics?
No. Those names are the fragrance allergens that European rules require to be declared individually above 10 parts per million in a leave-on product. Most of them, including limonene, linalool and geraniol, occur naturally in essential oils. A balm scented purely with essential oils usually carries a longer allergen tail than one using a synthetic fragrance.
Can I work out the percentages from an ingredient list?
Only roughly. Ingredients are listed in descending order by weight down to one percent, and in any order below that, with nothing marking where the line falls. That means the first three to five names tell you the structure of the product, while anything after them could be at 0.9 percent or 0.01 percent. Order gives you a ranking, never a recipe.
Does an INCI name tell me the quality of the ingredient?
No, and this is the system's biggest limitation. Refined and unrefined shea butter share one name. Pharmacopoeial and industrial petrolatum share one name. Cold pressed and solvent extracted oils share one name. INCI describes identity only, so grade, refining route, freshness and origin all have to come from the manufacturer rather than from the label.
Why does the same product have different ingredient lists in the US and Europe?
Because each market adopts its own naming conventions on top of the shared dictionary. Europe uses Aqua, Parfum, Cera Alba and Colour Index numbers; the US uses Water, Fragrance, Beeswax and names such as D&C Red No. 7. Europe also requires named fragrance allergens and a "(nano)" suffix, neither of which the US currently mandates.
